CCTV News: According to the website of the Ministry of Emergency Management, in order to urge aluminum processing (deep well casting) enterprises to deeply learn from recent typical accidents, learn and use the "Standards for Determining Major Accident Hazards in Industrial and Commercial Enterprises", implement safety risk prevention measures, and improve the quality of major accident hazard investigation and rectification, the Ministry of Emergency Management recently announced a batch of administrative penalty cases involving major accident hazards and typical illegal acts in aluminum processing (deep well casting) enterprises.
Case 1: On March 1, 2024, administrative law enforcement personnel of the Industry and Information Emergency Bureau of Baotou Rare Earth High-tech Industrial Development Zone, Inner Mongolia Autonomous Region, conducted an enforcement inspection on a certain Baotou Aluminum Co., Ltd. and found that the company had the following problems: 1. The main person in charge, Wu Moumou, failed to perform the statutory duties of production safety, failed to supervise and inspect the production safety work of the unit, and promptly eliminated production safety accident hazards; 2. The emergency discharge collection basin of A melting furnace was full of debris, which did not meet the rated loading volume of emergency storage; B melting furnace emergency discharge storage facility flow channel was blocked, which could not meet the discharge requirements in emergency situations. According to Article 14 of the "Standards for Determining Major Accident Hazards in Industrial and Commercial Enterprises", it was determined to be a major accident hazard. The behavior of Wu, the principal person in charge of the company, violated the provisions of Article 21, Item 5 of the "Safety Production Law of the People's Republic of China", and the company's behavior violated the provisions of Article 41, Item 2 of the "Safety Production Law of the People's Republic of China". In accordance with the provisions of Article 94, Item 1 of the "Safety Production Law of the People's Republic of China", the Industry and Information Emergency Bureau of Baotou Rare Earth High-tech Industrial Development Zone ordered Wu, the principal person in charge of the company, to make corrections within a time limit and impose a fine of RMB 25,000; in accordance with the provisions of Article 102 of the "Safety Production Law of the People's Republic of China", the company was ordered to eliminate the hidden dangers within a time limit and a fine of RMB 45,000.
Case 2: On March 28, 2024, administrative law enforcement personnel of the Haimen District Emergency Management Bureau of Nantong City, Jiangsu Province, conducted an enforcement inspection on Nantong Alloy Materials Co., Ltd. and found that the company's casting furnace flow channel and the mold plate inlet connection were not equipped with a liquid level monitoring alarm device. According to the provisions of Article 5, Item 7 of the "Criteria for Determining Major Accident Hazards in Industrial and Trade Enterprises", it was determined to be a major accident hazard. The above behavior violated the provisions of Article 41, Item 2 of the "Safety Production Law of the People's Republic of China". Haimen District Emergency Management Bureau ordered the company to eliminate the hidden danger within a time limit and imposed a fine of RMB 29,166.67 in accordance with Article 102 of the "Safety Production Law of the People's Republic of China".
Case 3: On March 19, 2024, administrative law enforcement personnel of the Emergency Management Bureau of Sihong County, Suqian City, Jiangsu Province, conducted an enforcement inspection on a certain Jiangsu Technology Co., Ltd. and found that the steel wire hoisting system in the aluminum processing (deep well casting) process of the company used fiber hemp core (non-steel core) steel wire rope, which was determined to be a major accident hazard in accordance with Article 5, Item 10 of the "Criteria for Determining Major Accident Hazards in Industrial and Trade Enterprises". The above behavior violated the provisions of Article 41, Paragraph 2 of the "Safety Production Law of the People's Republic of China". The Sihong County Emergency Management Bureau ordered the company to eliminate the hidden danger within a time limit and imposed a fine of RMB 31,250 in accordance with Article 102 of the "Safety Production Law of the People's Republic of China".
Case 4: On April 19, 2024, administrative law enforcement personnel from the Emergency Management Bureau of Qianshan County, Shangrao City, Jiangxi Province, conducted an enforcement inspection on a Jiangxi Aluminum Co., Ltd. and found that the company had not coordinated and managed the safety production work of the contracting units and the lessee units in a unified manner, and had not conducted regular safety inspections. According to the provisions of Article 3, Item 1 of the "Criteria for Determining Major Accident Hazards in Industrial and Trade Enterprises", it was determined to be a major accident hazard. The above behavior violates the provisions of Article 49, Paragraph 2 of the "Safety Production Law of the People's Republic of China". In accordance with the provisions of Article 103, Paragraph 2 of the "Safety Production Law of the People's Republic of China", the Emergency Management Bureau of Qianshan County ordered the company to make corrections within a time limit and imposed a fine of RMB 20,000, and imposed a fine of RMB 5,000 on the company's directly responsible supervisor.
Case 5: On January 26, 2024, administrative law enforcement personnel of the Binzhou Emergency Management Bureau of Shandong Province conducted an enforcement inspection on a metal material company in Huimin County and found that the water inlet and outlet temperatures of the company's 2# smelting furnace were displayed incorrectly, and the water inlet pressure and water inlet flow monitoring alarm devices were in the off state. According to Article 14 of the "Criteria for Determining Major Accident Hazards in Industrial and Trade Enterprises", it was determined to be a major accident hazard. The above behavior violates the provisions of Article 36, paragraph 3 of the "Safety Production Law of the People's Republic of China". In accordance with the provisions of Article 99, paragraph 4 of the "Safety Production Law of the People's Republic of China", the Binzhou Emergency Management Bureau ordered the company to make corrections within a time limit and imposed a fine of RMB 15,000.
Case 6: On March 5, 2024, administrative law enforcement personnel from the Fang County Emergency Management Bureau of Shiyan City, Hubei Province, conducted an enforcement inspection on a Hubei Aluminum Co., Ltd. and found that the company did not regularly maintain and inspect safety equipment. The quick shut-off valve, disconnection device, and emergency discharge valve interlock at the connection between the aluminum liquid flow channel and the mold plate inlet of the fixed casting furnace of the deep well casting process of aluminum processing in the No. 2 foundry workshop failed and could not be used normally. According to Article 14 of the "Criteria for Determining Major Accident Hazards in Industrial and Trade Enterprises", it was determined to be a major accident hazard. The above behavior violates the provisions of Article 36, paragraph 2 of the "Safety Production Law of the People's Republic of China". In accordance with the provisions of Article 99, paragraph 3 of the "Safety Production Law of the People's Republic of China", the Fang County Emergency Management Bureau ordered the company to make corrections within a time limit and imposed a fine of RMB 20,000.
Case 7: On April 26, 2024, administrative law enforcement personnel from the Emergency Management Bureau of Zhanyi District, Qujing City, Yunnan Province, conducted an enforcement inspection on a Yunnan Aluminum Co., Ltd. and found that the company's annual production line project of 100,000 tons of alloy was in production, but its safety facility design had not been reported to the emergency management department for review as required, and did not meet the safety production conditions. The above behavior violated the provisions of Article 31 and Article 33, paragraph 2 of the "Safety Production Law of the People's Republic of China". In accordance with the provisions of Article 98, paragraph 2 of the "Safety Production Law of the People's Republic of China", the Emergency Management Bureau of Zhanyi District ordered the company to make corrections within a time limit and imposed a fine of RMB 200,000, and imposed a fine of RMB 25,000 on the company's directly responsible supervisor.
